add reference for ITAR compliance

As a constraint to the ConOps, we'll need to verify & validate that the cubesat/spacecraft is ITAR-compliant. i.e.,

1. Communications satellites that do not contain classified components or capability
2. Remote sensing satellites with performance parameters below certain thresholds
3. Systems, subsystems parts, and components associated with these satellites and with performance parameters below a certain threshold
