create template for requirements traceability matrix #86

A requirements traceability matrix (RTM) is a view of the architecture that illustrates the relationship between requirements, i.e., user stories should map to one or more stakeholder needs and zero or more references, and data structures should map to one or more user stories, stakeholder needs, and/or references.

Template should be implemented as a Liquid template for asciidoc in the templates/ directory, e.g., rtm.asciidoc.liquid, and should have an associated build command in buildDocs.sh for generating the RTM artifact(s), i.e., html and/or pdf documents
