Section II and beyond currently contain placeholders that need expansion

Content-wise, this is essentially a collection of requirements and their relationships, which is currently being codified in the architecture/using m30ml, so we should instead open up one or more issue to address what should go into a PDR, then follow the contributor's guide as per #28 for handling the document generation process.
