Update ODataLibPackageDependency to [7.21.6, 8.0.0) #1350

In the other pull request for 9.x, you updated more than just tool/builder.versions.settings.targets. Why is it different in this one?

In the other pull request for 9.x, you updated more than just tool/builder.versions.settings.targets. Why is it different in this one?

For this one, I only need to update ODataLibPackageDependency version to 7.21.6 so that when you install AspNetCoreOData 8.2.7, it automatically installs ODL 7.21.6
