Changes initiated by @robsiera per PR #53. Added my CR comments onto the PR.
Migrating to ODL 6.17.0 and VS2017
Updating build scripts and license text to accommodate changes
Incrementing version to 0.2.1
Addressing code analysis and FxCop errors

Note: continuous integration check may indicate failure due to lack of VS2017 installed. I've been testing on specific machines with VS2017 and they pass.
