Update navigation across the tabs in the Libraries Page to fix narration #238

When the 'presentation' tag was added in this PR, it exposed a hole in the narration fix that had got in with this PR Updating the links to have 'data-role=tab' ensures that we tab across the links without 'selected' being called out if the link has not been explicitly selected.
