Create /run/tegra-nv-bootctrl when updating using uboot as well #13

This fix already exists for cboot based devices, but not for u-boot based ones.

Thanks @nielsavonds. I see the change for cboot came in with https://github.com/OE4T/meta-mender-community/commit/3985126b23b197beb397c9cea36df599f4d47516#diff-8f37281c26cb714b0e773da145e9bde932827bfdbeceb9562e2568ea623067b0R62 and https://github.com/OE4T/tegra-demo-distro/pull/31/files so this looks like the right thing to do for u-boot as well.
