Update recipes for nvidia container support

• Tests were done on jetson-agx-orin-devkit with image demo-image-full
• Steps

  # docker pull nvcr.io/nvidia/l4t-ml:r36.2.0-py3
  # docker run -it --rm --runtime nvidia --network host nvcr.io/nvidia/l4t-ml:r36.2.0-py3

• Results

  root@jetson-agx-orin-devkit:~# docker run -it --rm --runtime nvidia --network host nvcr.io/nvidia/l4t-ml:r36.2.0-py3
  allow 10 sec for JupyterLab to start @ http://192.168.1.177:8888 (password nvidia)
  JupterLab logging location:  /var/log/jupyter.log  (inside the container)
  root@jetson-agx-orin-devkit:/#

Note: I need to do more tests specially with cuda examples

I've kicked off a build on jetson-orin-nano-devkit-nvme tonight.

I started with this, and it needed work -- dropping now-obsolete recipes, adding a patch to the container toolkit so it supports our container-passthrough hack, etc. I've done that and merged manually.
