Add package.json to manage repo dependency #26

It will be important to manage the dependency list in an automated manner, especially when pulling that information from the repository endpoints.

Add this information through package.json

This application doesn't really have JS dependencies.

NIHOD theme is based on Drupal theme, once that is updated, a new version of NIHOD needs to be created. The internal semantic versioning of NIHOD theme, however, needs to stay independent. Otherwise we create confusion among this application release numbering system, and its parent applications (Bootstrap and Bootstrap Drupal theme).

Consider describing versioning on readme or on wiki of this project, and how that integrates with the front-end website.
