Disable Advanced Rotorlib #104

Too many weird behaviors going on with rotorlib to allow it on the server. I'll continue playing with it as BIS updates it and once helicopters don't magically roll over and/or completely fail to auto as they would in the real world, I'll put it back on.

Mission and server commands need to be commented out.
