Ability for FOB to rearm/repair vehicles #106

Great idea from the player base. They cost $10,000 and are difficult to establish. Why not add this ability? We need to identify a new building though, the old FOB building is just too small to house all that vehicle ammo. :)

I've changed the FOB's to use the Bluefor cargo medical box. (fd9918b9cf90aa1132097eafefe0108d562c4ace)

Let's make it possible to use the service menu to repair/rearm/refuel vehicles when close to an FOB.
