What are you seeing?
This does prevent the AI from winning elections, but it does nothing for when you have an AFK commander, and most of the team won't vote.
The problem with only counting the new votes in an election is that it means spam elections would get you voted in if you were the only one that voted.
Probably long term we might want to have something that you say "I am unhappy with the commander". If at least 2 people for 4 person games, and 4 people, for large games, check this, then a vote is launched, and only people who vote then have their vote counted.
We need a TEXT to pop up showing who voted for commander. We should also rework it so that the person with the most votes wins the commander slot, not whoever has 51% of the team vote.
