2 Upgrade TIERs... FLIR (thermal) and NVG for vehicles #124

What would you all think about adding another 2 upgrade TIERS for FLIR and NVG? This would be for VEHICLES only and not for gear.

Thoughts/ideas/concerns?

Changed to Cool since he did HF3 and is familiar with the upgrade system. Thoughts?

I'm out of commission until May 18th, end of the semester, sorry Spanish. I might pop in once or twice but that's it.
