Vote Commander message should pop up every time #22

When someone initiates a vote for commander, we need the vote commander screen to pop up.  The name of the person would also be needed. EX: "SpanishSurfer has initiated a vote for commander."   An option to turn on/off the automatic pop up of the vote commander screen should also be added as well as some sort of spam protection.

it should now pop up every time, are you thinking like a option on the votemenu to disable popup?

Can you setup a testing server so we can test things like this?

Just test in editor or make your own server (use TADST tool to make), that's what I do. After a few fixes we can push on the test server.

main issue is that i need 2 people to test the popup
