Merge Zerty's 1.30 Version with OFPS Mission

Last time we did 1 giant merge and it turned out badly, many features we had implemented ourselves that Zerty did not have were broken and had to be fixed. For this merge, we are going to do it all 1 feature at a time. Obviously we are not going to do every change Zerty has, so please check with me before picking a feature.

• FEATURE: Henroth Aircraft loadout customisation
• FEATURE: New interraction Menu (tilde key)

As far as I can see, the first 2 features I'd like implemented are

• CHANGE: player gear can be set as permanent
• CHANGE: Vehicle ownership is now persistent over JIP.

Anyone want to tackle these two?

Fix: Remote Control bug by disabling some uses 300b162fd19da91ef3ff2c4b4dea8918a47886dc
