PURL for OGMS broken #108

During next developers call we should address how to handle releases and where to keep a stable version of the ontology for the PURL to point to, versus the "live" editors version, which is currently located at:

https://raw.githubusercontent.com/OGMS/ogms/master/src/ontology/ogms.owl

In the meantime, the PURL redirect should be fixed immediately to point to the above. Ok to do that?

Made the fix and did a PR https://github.com/OBOFoundry/purl.obolibrary.org/pull/188

http://purl.obolibrary.org/obo/ogms.owl now redirects to the master file here on Git.

Closing this for now. But, we still need to address some of the other legacy stuff in the config file: https://raw.githubusercontent.com/OBOFoundry/purl.obolibrary.org/master/config/ogms.yml

Eg- previous versions, obo format of OGMS, etc.
