Ability to import existing JSON into a Reusable #2766

An idea from the symposium: now that we have the Reusables, can we introduce a JSON import so that a user can take some existing piece of CIRCE JSON (e.g. a cohort definition section) and convert that to a new Reusable object directly, rather than need to manually craft it?
