Add advanced Concept Sets search #2803

Add a new Advanced Search UI for Concept Sets that allows a content based search of concept sets with selected:

Domains
Find expressions with a particular concept id, concept code, concept name (including Included Concepts and Included Source Codes)

(!) Anvanced CS search only available with Solr enabled on the server side.

Use Solr to index included source codes, domains and concept ids.
Index or reindex concept set when it is saved.
Add a button in the Configuration page to run a full reindex of all concept sets.

From discussion with @chrisknoll and Mikhail on the Atlas WG Developer call, we're going to move this to the v2.14 release so that we can take this feature through the full process (design, discussion, implementation, release). We'll keep the PRs open for now but we'll want to start this from the beginning to detail the design here on this issue and have further discussion on the Atlas WG calls. Thanks!
