Tagging administration cannot be done without Admin role assigned #2953

Expected behavior

I'm able to create a custom role with needed permissions dedicated to tagging management.

Actual behavior

Once I configure such role, I cannot see the the cohorts or other analysis created by other users. I still see only my records.

Steps to reproduce behavior

  1. Create a new role data.json
  2. Open Tagging and try to assing tags to number of cohorts created by other users

I may assume that the change should happen on the WebAPI side:

Thank you. Yes, it was duplicated by accidence, I closed one.
