Mock up DCAT metadata (PoC)

For at least one or maybe a few data sources, create some basic DCAT metadata. See Tim and Jay's previous work on this.

[x] Compile baseline relevant fields
[x] Compile information in plain text
[x] Reorganize information into structured representation
[ ] Versioning? DataCite recommendation
[ ] DOI or other persistent identifiers?
[x] Develop/Publish JSON schema that constrains DCAT fields to a subset (linkML to validate JSON?)

I think versioning and DOIs are a different issue, perhaps close this and create a new one for versioning and DOIs?

@tibbben Do we have a "mocked up" DCAT metadata? I think a great thing to get from you (and Jay) would be recommendation of what should be added to the Gaia data model to better implement DCAT standard, improve resource metadata coverage in general...

Are they within the scope of what we'd want to cover with DCAT metadata?

Versioning: relating versioning using "relatedIdentifiers" or similar, tags for "version", I can imagine other metadata that we'd need to capture to support versioning.

DOI I understand is a separate issue.
