Define set of political boundary terms and hierarchy #250

"boundary" type:

county (necessary for October) {would be nice to have a non-US centric boundary type for pollutant/toxin use case, but would also mean we need a non-US centric data source added} state many more...

OSM, which I believe was the proposed existing solution, is lacking here. At least the version in ATHENA is.

The furthest down the hierarchy it seems to get is either county or city. In other words, no tract, block, etc.

More relevant to this ticket, there isn't any classification of the types of political boundaries - e.g. no concept for "county".
