This pull request updates the PLE skeleton. The only real change is that the new skeleton uses the HADES-wide 2023Q1 release lock file. This solves several issues with the old skeleton, which were preventing it from running in today's R environments. The input and output of the skeleton haven't otherwise changed.

Unfortunately, it seems other skeletons may need the same treatment, since the GA seems unable to build their renv lock files.
