Jon wants us to be able to use Penelope during the break outs. However we won't have OBSERVATION data for other drug labels. It would be nice for the reports to check if the data is there or not and not crash when it is not.

The latest release of Penelope addresses this issue so that the reports will not hang due to missing data.
