Change to release plan - sprint to v1.0 #93

Supersedes https://github.com/OHDSI/ROhdsiWebApi/issues/52

After discussion between @schuemie and @gowthamrao we decided to make the following changes to release plan.

  1. There will be no v 0.1.0.
  2. We will target a major release v 1.0. This will be breaking change with significant code rewrite, enforcement of design decisions and styles, addition of vignettes and documentation.
  3. OHDSI release process will be followed
  4. Release target date changed to May 31st 2020.

@schuemie i think we are ready for release to master as v1.0.0.
