SCCS module v0.5.0-1 - attrition fix - migration tables missing #17

reran SCCS module using updated module v0.5.0-1 for ase_041 which ran fine but when uploading results failed to create the SCCS migration tables, tagging @azimov problem was found to be in strategus module code

This is now resolved in the latest version of SCCS but a new module version is required due to another issue in the base package
