Fix poi issues #319

Fixes #316 by reverting to v4.x of the Apache POI libraries.

This fixes three functionalities that were broken since v0.10.4:

Opening scan report in RiaH
Generating fake data with WR from scan report
Generating Word export of mapping specification in RiaH
