[Bug] After saving measurement report for a multiframe study, the added measurements move to the first frame #3751

Describe the Bug

After saving the measurement report for a multiframe study and then answering Yes to continue tracking measurements, the measurements added/saved are moved to the first frame.

However, reloading the study and hydrating the saved report has the correct behaviour whereby the measurements appear on the correct frames.

Steps to Reproduce

  1. View a multiframe study in OHIF.
  2. Add measurements to various frames other than the first frame.
  3. From the measurements panel, create a report.
  4. Enter a name for the report and click Save..
  5. When prompted to continue tracking measurements, answer Yes.

The current behavior

The measurements added to the various frames now appear only on the first frame.

The expected behavior

The measurements remain on the frames they were placed on.

retest with some more use cases to make sure this doesn't happen. Should not be an issue
