[Bug] Display the garbled Chinese info for SegmentLabel tag #3915

Describe the Bug

hello, when I change the label of segmentation label to Chinese, after saving and reloading, the label SegmentLabel will be garbled image image image

Steps to Reproduce

1、create a segment 2、modify the label to chinese 3、export the seg 4、reload the study and load the seg

The current behavior

SegmentLabel is garbled

The expected behavior

SegmentLabel is normal
