feat(ui): Created design and added core components for ui-next

Context

Added and designed core reusable design system components for use in upcoming responsive and mobile designs. New components can be found and used in platform/ui-next

Changes & Results

Includes:

• Color system and variables
• Typography
• Button
• Checkbox
• Dialog (updates)
• Input
• Label
• Scroll Area
• Select
• Separator
• Slider
• Switch
• Tabs
• Toggle
• Tooltip

Note: The background selector component included is to be used for design and color accessibility testing.

Testing

Changes can be previewed in platform/ui-next. Playground page shows previews for each component along with a "background selector" to preview on different OHIF background shades.
