Task for /complaints list: YES for RAN or TTA #221

If a particular complaint has a record in the database for monitoring or TTA activity, you can assume that there has been an association made, so add "YES" to the column on the /complaints page.

Ignore the numbers, No, TBD, etc. We don't have enough info to fill that out.
