Description of change

The OHS Complaints Tracker "logo" now links to the complaints index

Acceptance Criteria

As a user I want to be able to navigate to the complaints list So I can access other complaints easily.

How to test

[ ] go here https://complaints-tracker-stage.app.cloud.gov/complaints/18701
[ ] Click on OHS Complaints Tracker in the top left
[ ] you should navigate to the complaints list
