resolve Chart.js vulnerability #170

GitHub CodeQL identified a "high" vulnerability in the version of our Chart.js library. this ticket is to fix that.

removed vulnerable chart.js-2.9.3 library (only used by IE), and removed IE specific code in the UI, plus associated cleanup.
