Change requirements that lead to the Pharma recommendation being shown #153

Currently, the pharma recommendation will only be shown if a patient has an open BP goal for more than 3 months and their average is still above goal. Discuss possible changes to this with collaborators.

Decision was to remove the waiting period. That's tracked in #160
