On second thought, it looks like this is the public version of the repository based on the link from: https://accessibility.oit.ncsu.edu/wordpress-accessibility-helper/

Renaming from "Duplicate Repository - Mark this one as replaced or archived" to "This public version of the repository is out of sync with upstream"
