systemd service to watch config & run on change #5

Not a duplicate of #1, since it would only work on systems with systemd, but on such systems would be a better solution than simply running iosevka-generate every N seconds or on login or whatever.

Changed my mind on this, I think it's way too compute-intensive to do automatically on any trigger (maybe it would make sense for packagers to run after update, but not any time config is changed as I described here.)
