Add duration/period of data collection to mobility_db & into predict function #17

This will allow predict to be used to aggregate over different time intervals

Think this an be handled suitable well by using the date_start and date_end descriptions.

Moving this to milestone 2 as this then relates to writing functions to check that user requests are consistent with underlying data.

Predct though should request durations for predictions, e.g. if months then we can scale based on the duration in the mobility_db
