Develop non-rMLST databases for priority pathogens #13

The licence on the rMLST database is fairly restrictive, and having to email in order to get access is not optimal. Develop schemes for at least Escherichia, Salmonella, and Listeria (maybe Campylobacter as well) that can be licenced less restrictively and freely distributed.
