Setup SvelteKit project

Overview

As a developer on Jervis-Tetch I want to be able to create components in a Sveltekit boiler-plate project and serve the application locally.

Tasks

• [x] Initialize a SvelteKit project using the following references
• [x] Test initial start/runtime to confirm application is in working order
• [x] Commit tested boilerplate to repo
