Setup the build environment on Summitdev for the "vanilla" OMP (no modifications to OpenMP) case. This will require OpenMPI (libevent, pmix, ompi) and MOC (ompi, pmix) and a proper LLVM/Clang.
Note: Install into stf010 area.
