`fill_from_rcmip()` update #122

This currently points to v5.1.0 of the RCMIP emissions. The NOx emissions aren't quite right, so an option to correct this would be useful. Also, to future-proof this function we should allow different dataset versions.

Additionally, need a version that reads in any CSV scenario and reads them in based on the list of scenarios.
