Add AR5 impulse response model adaptor for OpenSCM #48

Is your feature request related to a problem? Please describe.

Given the similarities between FAIR and the AR5 IR model, it would be great if we could share the code/setup in this repo.

Describe the solution you'd like

Add an AR5IRAdaptor class which allows OpenSCM to run the AR5IR model from within FAIR.

Describe alternatives you've considered

Make a new repo for the AR5IR, seems a shame given the shared learning and code.

Arose from a discussion with @chrisroadmap today.
