update ozone forcing #99

Option to use the ozone forcing based on concentrations of CH4, N2O, ozone depleting substances, and emissions of CO, NMVOC and NOx. This is based on:

For FaIR 1.6.2, we will assign all ozone forcing changes to tropospheric under the new regime, selected using tropO3_forcing='thornhill-skeie' in the call to fair.forward.fair_scm(). Stratospheric ozone forcing will be set to zero. It should be noted now that under this regime there is no clear distinction between tropospheric and stratospheric ozone forcing.
