• if the category if the complaint is ORD, then both items and fulfillments object should be shared in order_details object; item details is missing
• complainant_actions.org.name should have the domain code same as the context.domain; no "ONDC" required in this case
• please provide actual/ near actual value for contact.phone

• context.ttl has changed between issue and issue_closed
