feat: Skip installing cypress to every job except to test_e2e job

What is the current behavior?

Cypress is installed to all jobs that refer to setup_repo

What is the new behavior?

• Add an env var CYPRESS_INSTALL_BINARY=0 to every job that needs a setup repo the Cypress binary should be installed except for test e2e.
• Move cypress to devDependencies
