Related to #9.

This involves research into what explains the negative net flows in different places. For example:

is it increases in debt repayments (if so, who are the largest creditors)
is it decreases in new debt inflows (if so, where are the biggest changes)
is it decreases in grants (if so, from whom/where)

Could we for example also look at what's happened to average interest rates for new lending to those countries in the last several years?

The idea is to try to hypothesise a few possible explanations of what may be happening based on what the data is showing.
