Add counterpart groupings #2

Currently the data only includes individual counterparts. Either through a separate dataset, or through filtering/grouping on Observable, we need to implement counterpart groupings for:

Bilateral
Multilateral
Private

Will add a counterpart type to the raw data and use the same filtering logic as used for other types of grouping in the data. that will mean adding a filter for all the different tools and visualisations.

Replaced data source to parquet. Added counterpart type filter (Bilateral, Multilateral, Private).
