Spreadsheet editor rows height bug #1354

What is the current behavior? Some rows show with wrong height

DocumentServer version: 6.3.1

Operating System: Any

Browser version: Any

In this (test spreadsheet)[https://drive.google.com/file/d/1s-Vn8ndeCQKXSATQEWM0FX9EczAsf-Ny/view?usp=sharing] rows from 14 to 37 height have inadequate large height. In MS Excel and Libreoffice that rows show normally.
