Add typewriter scroll #2283

Hi!

It would be great to have the option to enable typewriter scroll in OnlyOffice (the doc editor).

Typewriter scroll keeps the cursor always centered on the screen when you navigate your document using your keys (Up, Down, etc.) or clicking somewhere.

For reference, here's typewriter scroll in action in WriterDuet (screenwriting software):

To clarify: the scrollbar is not being touched here in the example video, only the Up and Down keys.
