Create mid-year population estimates for output areas in Scotland #400

We don't have data for mid-year population estimates for output areas in Scotland, but we do have mid-year population estimates for local authorities in Scotland.

One way we could tackle this work is we could find proportions of people from local authority level that are living in the output area using census 2011 (and maybe 2001) data. For example, we know in census 2011 that Aberdeen City Council has 20,000 people living in the local authority, and 5,000 of these people live in Aberdeen. Therefore, we could say 25% of the population in that local authority live in Aberdeen in 2019. If this has increased from 20,000 to 24,000, then the population of Aberdeen would now be 6,000.

Equally, we could also use the proportion that this has increased by. E.g. if we know that the population estimation of Aberdeen City has increased from 20,000 in census 2011 to 22,000 in 2015 (so by 10%), then we increase the population of Aberdeen that was 5,000 in 2011 to 5,500 in 2015.

More work could be done to look into this and different ways of calculating this.
