Check England and Wales pipeline to see if the pipeline works for other years

This ticket needs to be completed AFTER #401 .

We need to check that the pipeline runs correctly with the data provided from #401 and doesn't give the same results each time.

Once this is complete we will have a working pipeline for England and Wales for all years.
